Answer:

At this time it is not possible to incorporate Q Local into an existing SQL Server 2000 installation.

To do this it would require us to allow access to proprietary information.
 
Pearson Assessments does NOT support Q Local running in a full SQL Server installation.
 
Our networking version is only allowed to connect to the database server (MSDE) that we install.
 
This is not a technical issue, but rather a legal, privacy, and license agreement issue that constrains Pearson to using only the database that is installed with our product.
 
Under no circumstances should we offer any tips for connecting to any server other than the server instance that we install or editing the b.cfg file to point their Q Local clients to another non-Q Local server
