Chapter 4 of the examiners manual:

Most item sets consist of several reading passages each designed to assess reading comprehension. In addition the Grade 1 item set contains reading readiness items that are appropriate for assessing the reading skills of Grade 1 examinees particularly those who are low functioning. However, for those Grade 3 or Grade 4 examinees who reverse to the Grade 1 item set sufficient performance on the reading readiness items may lead to an overestimation of their reading comprehension skills. In these cases, use your clinical judgment to determine whether administering the Grade 2 item set (which includes more reading comprehension passages that the Grade 1 item set) will provide a more adequate measure of the examinees reading comprehension skills.
