Frequently Asked Question:

The student wrote the paragraph/essay in all capital letters; how do I score that?

Answer:

There is no penalty for unnecessary capitalization. Capitalization errors are counted only when capitalization is missing from a proper noun, the first word of a sentence, or the personal pronoun I.
