Answer:

We had experts in the area of writing instruction and assessment advise us during the Written Expression subtest development. The scoring rubrics were based on information gathered from the standardization sample, and were based on criteria that were most discriminating between high-performing and low-performing students. Because some grammatical errors were common among all students (and did not distinguish between high- and low-performing students), these errors were not included in the scoring rubrics.
