This error is generated when the user’s computer has a processor of 300 MHz or faster and is running with an older version of the foxw2600.esl file.

The solution to this problem is to direct the user to http://psychcorp.pearsonassessments.com/pai/ca/support/tchsupport/assistsupport.htm where they can download the latest foxw2600.esl file. They will want to save this file directly into the program folder for the offending application. For FoxPro applications, this folder will generally be on the root of their C: drive.
