Answer:

If upon launch the message, "Application not supported by Microsoft Windows NT: Cannot run 16 bit program." is displayed there may be a DLL conflict. In WINNTSYSTEM32 locate {TOOLHELP.DLL} if it is version 4.0 or higher (5/26/2000), rename or move the file to a safe directory.

Extract the original file from the Windows NT Workstation 4.0 CD-ROM to WINNTSYSTEM32. Reboot the workstation and launch the application.
